It’s obvious that the Boon “Calm before the storm” does interact with the pants “Storm’s Companion” to reduce the ultimate’s cooldown on petrify such that you can see it cooling down much faster during the gameplay. I didn’t see any of the patch notes stating this was unintended or that it was removed [or I looked at the wrong notes].
This interaction doesn’t currently work on the live season as I’ve tested it and have the appropriate tags. At no point is it ever skipping seconds, and consistently goes one second at a time (and I have > 50% lucky hit and a dozen pets all hitting, and quite a bit of aspd stacking). This makes the build very burst-like if there aren’t enough mobs, having to wait the literal full cooldown before re-use (if an insufficient amount of mobs died while petrified due to its inherent specialization in its tree).
Was this interaction purposefully removed for some reason, how would it not work now, yet it worked in PTR?
