Perhaps only with controller, maybe also with mouse and keyboard, on Pc and PS5. The first time you try to assign a skill (maybe the first time that gaming session) it simply does not work. It does nothing. You have to exit the assignment window and click assign again and then it will work.
Also, why can’t we click on the skill bar and assign skills that way if using mouse and keyboard? The entire mechanism is plain clunky,
