The Medium Rare seasonal objective in rank 3 reads, “Equip a full set of rare bloodied items”. I was able to complete this objective by equipping a mixture of legendary and rare bloodied items.
However, the Bloodied Provisions objective in season rank 2, which reads, “Equip a full set of magic bloodied items”, is still not complete. This seems like a bug.
I was having an issue with Medium Rare, but Bloodies Provisions had no issues.
What fixed Medium Rare for me was swapping my one handed sword and shield with a bloodied 2 handed axe. Maybe that will work for Bloodied Provisions as well?

Bloodied provisions worked with gear of higher quality, but Medium Rare doesn’t. But I can see that Blood Meal completed. Frustrating that this season is so broken and it was a day late.
I can not get blood meal or medium rare to complete. But I have the one with all legendary complete. I guess I am going to have to start a second character to do these as I do not really get magic items anymore. This usually works with or better… I would not really care but they hid 2 skill points behind these broken achievements. UGHHHHHHH!
“Medium Rare” from rank 3 is not completed for me, even though “Blood Meal” from rank 4 is
I am having the issue with a second chacater will all magical bloodied equipment and at the correct rank but it will not complete the bloodied provisions seasonal objective.
Bloodied Provisions doesn’t tick with all bloodied magic / blue items equipped 
Blood Meal (bloodied Legendaries) and Filet-o-Flesh (bloodied Ancestrals) done without issues.
I made a 2nd character and still cannot get Bloodied Provisions to complete even with all blue items equipped. Really fun that they hid a skill point behind this dumb seasonal nonsense.
EDIT - per another recommendation above, I tried a 1H + shield instead of a 2H on the new character and it worked. Make a new toon, get to level ~15 and get bloodied blue items at the vendor. Took me like 20 mins.
Finally, on a second char below level 60 I got Bloodied Provisions and Medium Rare ticked.
Same, second tier bloodied provisions doesn’t work for me
just finished bloodied provisions on my sorcerer by using a two hand staff instead of sword and focus. all pieces are blue and bloodied. using a one hand and focus would not work though.
just did the same on medium rare all yellow gear but with two handed staff
