“there are people who…”
Hi… have you met… humans? Humans come in many builds and dispositions (& levels of disposable cash). “There are people who…” covers just about every configuration you can think of, and many that you’ll never think of. If there’s a way to spend money in a game, there are humans who’ll spend it.
But what matters to a studio (& trickles down to us, by way of “output”) is: are people collectively spending enough on X or Y to ‘justify’ producing more of it.
You can judge how important X or Y is to you and determine how aligned your “gaming values” are with the studio’s. If Y is gameplay (game progression activities) and X is cosmetics/aesthetics, it’s not hard to figure it out. And not only are there “people who…” but oh boy are there lots of them… enough to sustain a skeleton crew of season-reskinners (apparently). And you can tell who they are by the massive spike in complaints about how Rod is scamming them.
Those are the “people who…”. Treat them as a collective, not as individuals: more informative that way.
