the b.pass in diablo IV is designed to give you additional bonuses based on your character level and progress.
So if you give b.pass access to eternal realm it would create a situation in which every season you needed to make sure to have a level 100 character already ready to go to get all the rewards immediately upon logging in.
Anyone without a max level character on eternal would be at a big disadvantage.
Nobody would be happy.
