Aspects not upgrading

I have aspects that stopped upgrading, i was finally able to verify the issue by finding perfect copies of two aspects:

Unyielding Hits 16/21
Infestation 16/21

I have two perfect rolls for both of these aspects in my inventory. They are on non ancestral legendary gear. I had two previous copies of each, salvaged them, and the aspects remain at 16/21.

The copies that are still in my inventory are perfect rolls, non ancestral legendary, but no longer have the upgrade icon in the corner.

This is very frustrating, because I’ve salvaged many many items with better rolls than my codex, but they are still not upgraded.

Please help.

Only ancestral items can have max value 21/21.

Why do non ancestral items roll with max values then? This makes zero sense

They only have max values for non-ancestral items.
