I don’t think there is any evidence to support they are actually listening to streamers. They may collaborate with them but I feel that’s more of a marketing tactic to reach the community than development feedback.
The biggest streamers are mostly mouth pieces for their larger community anyway. So even if they were listening to streamers they are by proxy listening to large communities of players too.
