I tested it now and transfigured my old amulet using kullean. It wasnāt bricked and I got the power I wanted with updated result.
Ofcause you can reprogram live loot.
For all accounts
for all that been active this season
for all that has this item AND
this aspect is used AND
its aspect is lower than players version
then apply player max value
But even this would have side effects and doing it on a running server is not something devs likes to do.
If they wanted this fixed in fair manner, they could. But most of them have never grinded a very good item and then seen it crippled.
So I dont think they consider it worthy of the time needed.

Amulets I am talking about were locked with transfiguration.
If you transfigured it first without Kullean, yeah it is locked that game tells you that.
Did you expect them to be reopen again?
1] No I transfigured with kullean and got the min roll on aspect.
2] Transfigured like normal and got extra GA.
3] They fix bug on this but still have old unupdated aspect from kullean. They never updated it. So all old amulets before the patch that were transfigured are bricked.
You secondly transfigured the item and made it unmodified.
I understand you expected them to update the codex power, that didnāt item. If your item was excellent before the patch it is still excellent post patch.

Each GA affix 10B, max perfect stats 10B, etc.?
I never sell\buy anything because when the season is over I usually salvage everything and delete my class.
When you have an amulet with great affixes like GA crit multi, GA main stat, and other good stats like max resource on seed with sales on trade site of 50 to 100B you know its worth alot.
I just ruined a 100B waning boots as well 3 GA on move, attack reduce, and will. It removed attacks reduce cd. Im so unlucky last couple days.
GA crit damage multi the best affix in the game.
Gold buying is still a thing? Who tf has 75B?
Wellā¦ If they farmed up 5,770 legendary seals and vendored them for 13M each theyād have 75B so I guess itās possible.

You can sell a blue ring with crit damage multi for 5B.
Basic waning boots with decent stats are 5 to 30B.
I been selling every warlock talisman for 500m to 5b.
