I purchased 2 outfits in the shop that were to be account bound after purchasing 5600 platinum. They do not appear in the wardrobe for my lower level or 50th lvl sorcerer nor my spiritborn. They do appear in the wardrobe for my rogue characters. I purchased the Sins of Ambition and the Banshee Queen. Neither indicated they were class bound and the Sins even is list under sorcerer.
