About the internal CD of the LHC effect in the new version: please not do that

It is tested that the LHC effect have a 0.7s internal CD now. Please do not do it like this. we can simply derease LHC chance. If it really need a global internal CD for the LHC effect, please make it less than 0.2s. And at last, we should not let every LHC effect have an internal CD, it is suitable for some massive area effect such as Andariel helm
