A shared war plan, and how difficult is it for them to even think about it?

Could someone please give me a logical answer as to why the war plan isn't shared between the characters?

Along with the notes from the Hotfix, we wanted to share that there are plans for Warplans updates that attend to co-op/party play. Just as a heads up, timing for this would be around Season 14. Since details are still being sorted out, this isn’t final, but it’ll generally work like this:

New Party Plan, at the cost of Marks of El’Druin, players can kick off a party vote to reroll all boards to match

its about “why is it not account shared” …
im afraid to roll a new character because i have to level warplan again..
infernal horde is such pain to level, even on T12 u have to do over 44 runs for the last two ranks. it takes like 8-10 mins per run..
