Also, make sure your Windows is set to use the GPU in high performance.

Since you just installed this 3080 make sure it’s seated properly and all the power connectors are secured properly and they are not looped/daisy chained.
If you are still having issues afterwards make sure the GPU is communicating at the proper PCI-E bandwidth.
You can check this with an app called GPU-Z.
You want to ensure it’s running at PCI-E 4.0 if your board supports it.
