They tend to have everything go live around the same time: seasons, holiday events, crossover events, and PTR. They rarely change when they start these things. (Take in account Daylight saving changes will shift thing by an hour) Blizzard likes to keep things consistent if they can unless something happens; then they will post an update on the Bliz tracker on the forums.
