No – It won’t be. They stated that buff rates were dropped for the beta and that drop rates will be much lower on live. NOT to mention there are even more legendaries/uniques in the pool than we’re able to presently see, which will greatly diminish your chances of getting what you want.
If they left drop rates like they were on BETA, I’d say you’d be right, but that’s not going to be the case if you take the developers word for it.
