• Enemies hit by blizzard takes XX% more damage from you, blizzard deals XXX% more damage and last X seconds longer.

yeah, this one here is by far the easiest and best way to make Blizzard more useful and it doesn’t even require a set.
This could even be a ring, not even an off-hand or a weapon.
