I just finished killing the Maggot Brood monster in Caverns of Luray Level 2 at Torment 13, but I haven’t yet completed this achievement. Why is that?

Because “rare” means yellow elite, not blue champions.

As @bigblack pointed out, your screenshot clearly shows you killed a Champion (blue) Maggot Brood. You need to kill a Rare (yellow) Maggot Brood.

A good way to get the achievement is use Nemesis Bracers and pop a shrine in the zone. You may have to do this several times to get the shrine to spawn a rare maggot brood and not a rare creature of another type, but it’s relatively easy to do.
