Why are crappy sets NEVER buffed/balanced?

I’ve been wanting to play some more D3 for years, but the builds I like to play are simply not competitive, and thus there’s no reason for me to play. If you didn’t have only one or two viable builds for each class, so that people could actually play what they enjoy instead of being forced to pick between the single few that are overtuned every single season, then perhaps you’d get more people to play your game.

You may want to check out Path of Exile, It has the same problem of not all builds are viable, amongst other problems like the skill tree being overwhelming for new players. But at least it has 1000 builds and only 100 are viable instead of 50 builds and 5 or 6 are viable
