Been Waiting for it and oops not there or have I missed something silly?
With the exception of when they turned it off for part of a day for testing, It’s been there for a week and a half, since Phase 2 started.
Okay, silly question… you are playing a seasonal hero, right? You know, because 4th Cube slot and Shadow Clones are part of the seasonal theme, so it’s only available to seasonal heroes on the PTR.

Well thanks Meteorblade…err awkward will stop assuming I imported seasonal chars, and will slink away having confirmed I did not. New char built and all is good
PTR is an environment where season 21 has ended, and so any s21 characters that get imported become non-seasonal characters.
You have to make all s22 characters on the PTR from scratch, however power levelling and the PTR XP boost make this relatively painless.
