I keep hearing and seeing “builds?” Can someone help explain what these are to me? New to the game!
A build is a configuration of the hero.
It includes items, skills, …, etc.
You can switch between builds quickly using the armory which can save up to 10 builds. Armory is located next to the stash in adventure mode.

How exactly do you go about creating a build?
First step is to make sure Elective Mode is enabled in game options. Most builds require specific skills.
Next, you need to reach level 70, since most builds are concerned with end-game play.
Then, you should research builds on sites like Icy-Veins or Diablofans. Most builds are centred around sets.
Then, you just have to wait until you find the right items. You create a build piece by piece.

Try reading the description of a build to understand why the gears and skills are chosen for a build. You may also search YouTube to watch live action of a build to see if you like it.
