On my boots and pants is not giving me the choice to reroll to Resisntance to all.
You can’t have both all resistance and secondary resistance on the same item.
If the item dropped with secondary resistance (e.g. physical, fire, cold, lightning, arcane, poison) as a secondary stat, you will be unable to roll all resistance.

If it’s not in the available choices, then it’s not an option.

If your item doesn’t drop with ‘Resistance to All Elements’ as a native roll, you will only be able to reroll a stat to ‘Resistance to All Elements’ if the item DOES NOT HAVE a secondary resistance as one of the secondary stats.
Items are not allowed to have both a secondary resistance and resistance to all elements. If your item already has a secondary resistance on it, you will be blocked from rolling resistance to all elements. It will not show up in the reroll list.
If you want all resistance in that slot, you will need to find an item that doesn’t have secondary resistance on it already. Then you will be able to roll resistance to all elements.
You can’t have both stats on the same item. They are mutually exclusive.
