Unable to receive higher gem plans than flawless imperial

Hello,

For whatever reason I have been unable to get higher plans than flawless imperial gems. Everyone that I have been playing with has had them drop up to flawless royal from the bounty caches and I have done plenty of them as well but for whatever reason the plans are not dropping anymore. It seems there may be a bug that has capped my gems lower than normal. I was advised to report it as a bug/make a ticket so hopefully this isn’t a waste of your time!

Usually players had already learned the plans but forgot to set the filter to Show All.

I.e. You don’t have enough materials or gold.
