I didn’t express myself clearly，I am at level 12 for Storm Hero, but I have not received any avatar frames or achievements linked to Storm Hero when playing Diablo III

I also have this issue. I leveled my Heroes of the Storm account to level 12 and did not receive the portrait frame or banner in Diablo 3. I had two different GMs tell me that the items (and the achievement) were active on my account. They suggested logging completely out, which I did on all devices, and waiting. The final contact from a GM said to report it as a bug so that the developers could fix it.

Did you try to create another toon on another region/server, to see what it happens?

When I logged into the game today, the “Universal Achievement” suddenly popped up. Now I have the avatar frame and flag from Heroes of the Storm. Thanks for the fix!
