I can not get this item to drop or craft using the cube. I’ve done over 100 mighty belts in the cube and have yet to get this item. Is my luck really that bad? I just crafted 21 mighty belts using the cube in a row and did not get this one at all. There are only 7 possible chances for upgrading a rare to legendary in the cube.
I had one drop before I even hit 70 and another shortly after hitting 70. No cube upgrade. It is just a random drop.
