STR Azurewrath: useable for monk?

While playing WW Barb, I found a primal STR Azurewrath:
+20% COLD
STR
VIT
(25% Chance to freeze - secondary)

Is it more useful to a TR Monk or a Seismic Barb?
If more useful to a TR Monk, should I roll off STR for AD or CDR or RCR or 10% DMG?

Useful yes but roll ad and cdr or ias or whatever, so with those rolls more like no

Roll off strength for CDR for POJ monk. That’s the exact same azurewrath I’m currently using for GR 127

Str to cdr OR Area damage based on how much cdr you already have. Stats are dynamic, always base them on what you already have.
