Confirmed.

  • Americas Region - Can create new Character: Yes.
  • Europe Region - Can create new Character: Yes.
  • Asia Region - Can create new Character: Yes.

Side Note: Armory Build Names are saving correctly on the Americas Region. But, they are still saving as --- on the Europe and Asia Regions.
