Skular’s Salvation: Increase the damage of Ancient Spear by 150-200%. If your Ancient Spear - Boulder Toss hits 5 or fewer enemies, the damage is increased by 100%.

The 2nd sentence makes it sound like only half the potential damage increase of the first sentence is applied when Boulder Toss hits 5 or fewer enemies? Is it supposed to be a 100% increase on top of the first sentence’s damage increase or is my first assumption correct?

Might need to reword that legendary affix to make it less confusing.

The way it reads to me. The first sentence is a basic unconditional increase to the entire skill. The second is a conditional increase (added on top of the first). If they wanted to clarify it to read as “the damage is increased by an additional 100%.” That would likely help avoid confusion.

I thought so too that the 100% increase was on top of the base 150 - 200% increase.

Adding the word additional certainly does clear it up better.
