How can I temporary disable and enable skills on skill Bar?

You can’t “temporary disable and enable skills” except by not using them or changing them to another.

ps: if you assign a skill to a slot when it is already assigned, the slot previously using it will be empty.

Activate “Elective Mode” from game settings. This allow you to change categories on your skill slots individually by the small arrows at the edges. You also can drag and drop, swap slot placement of skills when Skills tab is open. If that is your thing, I guess you can disable the skill in the slot by opening Skills tab first then dragging it out from the action bar and right click to vanish it.
