I think “Torment 1” is the reasonable difficulty for level 70.
Without the Paragon level.

Blizzard tends to be “overly nice” in my opinion. They usually treat each Bnet account as a stand alone entity. So if you break the rules on one account, you are free to get another account and use that. VERY rarely do they action the person as a whole and stop them from creating Bnet accounts. It can be done, but I won’t get into that.
In this case, the multi account person walks that grey line. They get suspensions but most of the time switch chars/accounts to avoid it. They do it on the WoW forums and D2R forums too.
What needs to happen is that someone in charge of moderation needs to tie them all together and action all the accounts for the combined disruptions to the forums.
I can’t MAKE them do that though.
The only thing to do is not take the bait and stop posting on his threads - regardless of what character/account he is using that moment. Just report and move on.

That’s a really good idea, some troll(s) could spend some time watching that for a while. It would do all of us some good.

Considering the subject, what did you expect? I’ve got just this one account because I don’t need to hide and beg for attention. At 72 I’ve been coloring outside the lines a long time.
