Is it possible to get more than 1 tab per season? I have never got one, but want to level a Monk and DH this season. Can I get 2 new Stash tabs as a result?
No. Only one per season per account.

If you Global Play in all 3 servers, you can get 3 per Season 
(of course 1 per server)
