A season quest is upgrade 3 legend stones to 65.
I noticed if you collect 3 whispering buses of level 65+ (and keep then to chest/inventory).
Then make a big portal and upgrade some of your legend stones you get the achievement even though you haven’t upgraded them self to 65+

On the live servers the only way to get Whispers of Atonement to rank 65 (or higher) is to run Echoing Nightmares. Which means you first have to gather 3 Primal Screams and have a character that can survive the Nightmare. That’s not really a bug it’s just a different way to earn the achievement. Granted, on the PTR it’s silly easy to get rank 100’s from Djank Mi’em but that’s just an artifact of the PTR.
We don’t know if this is intended behavior or not, since it has never worked this way in previous seasons, so it is good to bring it to their attention.
They can either change the way it works now, or leave it as is. Not sure if it counts as a bug or not, but at least they will be aware of it now.
Technically, you ARE leveling 3 gems to 65, just in a different way that costs a lot less time.
If you are getting carried in someone else’s ENs and you are low level and have no gear, then you didn’t really earn the conquest; someone else did it for you.
This got a lot of discussion on the PTR for the current season, and early in the season.
The journey task is to level three gems to 65. That wording is important. The task is not to have three gems at level 65 or higher, it’s to level them. So, you could have run lots of Echoing Nightmares and gotten multiple Tier 125 Whispers of Atonement, which all count as level 125 gems. However, they dropped that way, you did not level them from 64 to 65 (and above). Thus, with multiple whispers in your stash / inventory that are all 65+, the very first time you level a gem or a whisper to one rank higher, the task completes.
It’s not bugged. It’s just that we’ve never had a method before of bypassing the gem levelling process and, because ENs allow you to get whispers that drop at 125, you missed out all of the levelling process that would normally ensure this task completes.

…whereby you could have levelled many, many gems to 65 and beyond but unless Urshi can see three (or more) of them at once, when you upgrade one of them, the task doesn’t complete.
You need to have 3 (or more) gems visible to Urshi and, whilst levelling one of them, the result has to be that you have at least 3 gems (or whispers) at rank 65 or higher.
