Is “Roll Reduced Level Requirement” not working?
Here’s what we can do in Season 26 (h/t Maxroll):

The stats you are looking for are:

  • Primary – Life per Hit
  • Secondary – Crowd Control Effect (Chance to Slow/Immobilize/Blind/Stun/… on Hit)

If you manage to get one of these, you then go to the Mystic to try to reroll the secondary to Reduced Level Requirement

Edit: Playing as Monk, no follower. The Mystic’s Enchant operation frequently returns a CC effect, even when the Maxroll conditions are met.

You’re supposed to roll whatever the other secondary affix is, not the CC.

The CC is there so that you can roll the other secondary, and have CC’s blocked (since you can’t have 2 of them)

Edit for some clarity*

You aren’t looking for one or the other, the item MUST have the CC on it to start and you roll the other secondary (Not the CC), life on hit just makes things a little easier as it also blocks life gain on kill as a secondary.
