It’s true this ring is trash BUT there is one trick (not sure if it’s a bug) that is guaranteed to proc the effect every time on-demand. And you don’t even need to roll off CHC from gear. You need to find a skill that cannot crit. I’m not sure how many of these there are in the game but I know for certain that the Wizard’s skill Frost Nova: Frozen Mist cannot crit.
