I got a squirts necklace that rolled a socket, 900 int, 9.5 cc, and 55% chd. Should I still reroll the int to cold damage or is the chd too low for me to roll off the int

Well, 55% CHD is plain BAD. On the other Hand INT can be substituted by Paragons or Augments. So i’d roll INT away until you find a better amu.
Elemental is not as important when blackhole - absolute zero is on equip for cold chantodo builds since the skill gives 3% (correction from 5%) cold per stack.
Roll chd to 90+
that is terrible advice.
@OP: Roll the int to 20% cold.
