Does this benefit from the Hellcat Waistguard buff, and the +grenade damage buff?

Yes, but only when you cast the Cluster Arrow. Cluster arrows procced from M4 don’t get the effect from the Hellcat belt.

Cluster Arrow:Loaded for Bear grenades get the effect of the Grenadier passive, but not bonus Grenades damage on gear, as that is specific to the Grenades skill.

Just in case you’re a little bit disappointed about the damage output: The grenades from LfB deal only 250% weapon damage, not 850%. This is only the damage from the initial explosion, and it is not a “grenade” and does not “bounce”.

If you want to go full damage with CA and Hellcat, you should try the rune “Cluster Bombs”.

Well, I just tried with the belt and without, and with it the grenades do bounce, and without it they don’t. I don’t know about the damage, but what Cavender said seems correct.
