In the D3 forum, there is a new start date for the PTR which is 16 Aug.

It has already been posted by several people today.
games been out for what 11 years and they still don’t know how to patch this game…

Oh my gosh, those pesky humans at Blizzard made a mistake, then they caught the mistake prior to PTR release and had to delay things a WHOLE DAY! Such a terrible inconvenience, especially since it’s a weekday!
