It seems that the moonlight ward amulet shows the animation of its effect. I havent seen it proc yet, but it is not on the emanate list and does not have the emanate text on item
Do the Shards orbit your Follower or your Character?
There are some items that Followers gain the benefit (or Power) from and some they do not. It’s always been that way.
Items that now say Emanates mean that your Follower equips it, activates it, but your Character gets the benefit. I believe it also means your Follower can equip it, but your Character can activate it through the Follower. (Depending on the item or Set).
Without more information (and preferably a screenshot or video) it’s difficult to understand exactly what your issue is.
