Has anyone gotten a petrified scream in NON-seasons yet? Or is it a drop in NON-seasons AFTER season 26 has ended?

Therefore, the Echoing Nightmare will become a permanent feature in Diablo III.
All bounties will be doubled from now until Season 26 ends .
