This isn’t new with season 19. At the end of season 18 I started seeing errors joining a party, and sometimes the error stated that all heroes had to be seasonal (they were.) There is a separate thread on this issue at https://us.forums.blizzard.com/en/d3/t/party-system-is-completely-broken/3352/18
