Overpower:Momentum doesn’t proc Focus&Restraint
Are you casting this on enemies, or in town? It only generates fury when it hits an enemy.

It doesn’t matter. Even when it generates fury, it doesn’t proc the rings. Seems to be an oversight.
It doesn’t proc when hitting enemies, thats the problem.
For a skill to be compatible with Bastions of Will it needs:
-deal damage (so it cannot be debuff like for example threatening shout)
-hit (not be a DoT)
-generate of substract resource
Seems like it was overlooked because overpower generates resource only when momentum rune is chosen.
