I have had more luck with receiving primals in the regular game then in ptr. I have received only 2 while others i have played with have received countless numbers of them
It’s called RNG. It can vary greatly.

I’m just over 800 paragon, have about 20 primals in my bank and most of my equipped gear is primal
The ptr vendor albeit time consuming drops them like candy.
Virtually guaranteed 2+ primals everytime you dump all your blood shards (1300+) on the ptr vendor.

People with lots of primals sat there rerolling until they got one due to the free materials in the Bag of Fortune sold by Djank Meim.

i have been in game with people and they would get 10 primals while i receive none in 10 hours of testing. PTR has a much higher legendary drop rate and in the past i would receive a primal at least once an hour.
