Can we up uniques to the highest tier on non ladder now?
Good Q, I don’t think this has been answered but I suspect it will be available in non-ladder.
Yes, they have removed all of the ladder only perks now for both non-ladder and single player.

Yes you can.
Each ladder runeword/unique/recipe will now work in nonladder/singleplayer.
