Kindran is right, at least when it comes to your implementation of it. You are basically just adding legendary set chest that will be used with LoD gem to make frozen orb even stronger and everything else will be ignored.
Blizzard will not make any damage even if you increase its duration by 10 times. It would need to be incorporated in a different manner, also because it doesn’t stack with additional casts the damage multiplier would have to be in milions to make it work.
You need to keep in mind that your set will not be used in isolated environment and take every other combination into account.

Overall it lacks imagination and synergy.
I’ve been messing with the start of a LoD RoF/ET build that abuses the fact that when you press and hold Twister and RoF at the same time, and just quick tap the Spectral Blade skill, it will speed cast (stack) 2 Twisters (Raging Storm insta merge), and allow you to move while channeling (keep Taeguk stacks).
After reading your build, I’m wondering if it works with Frost Orb as well…
