With my Mortick’s Brace equipped, activating Wrath of the Berserker doesn’t seem to use all of the runes for it. I don’t seem to get any of the extra effects that it is supposed to provide.

Well, if you actually bothered to do some real testing, you would have learned that the bracers work.
Game Producer confirmed they are bugged…
