Not sure if this is a bug … Leader boards seem to have everyone in the list … top Barb has 10k para on his barb which is great to see how high we can get at that para , But shouldn’t the leader boards be separate so we can show the new seasonal toons / Normal toons in panel so we can judge if the new buff’s and gear are working properly and not that the paragon one has put them above the rest…

Last PTR was unfortunately not deleted so I get it. Yes you have to sift through what is seasonal from scratch, this current PTR ,etc etc, and what is a left-over from last PTR.
They probably have their own methods to sort through it.
For the average person looking , it is difficult to work out what is a realistic achievement / power rating etc etc when the boards are are not relevant to a single PTR.
