It should activate all effects but it doesnt seem so, no additional heal nor the extra explosion or damage increase.

First I should ask is that you do have at least Wrath of the Beserker on your action bar. It doesn’t grant the skill for free.
2nd, The damage increase wont be noticed on the character sheet. Multiplicative damage sources are not shown or reflected in the damage value. Toughness is updated.
3rd test it by selecting any rune BUT the 50% DR. Then use the ability. If your toughness doubles at least, then its working fine.
IF it wasn’t working you would see bug reports out the ying yang about it so its most likely user error.
