They should do both, but if season themes come at a cost of class/set balance and itemization, i would definitely say scrap season themes. Itemization, balance, and variety, are the most important things in this game.

D3 at this point is a testing ground for D4 mechanics. Get used to it.

Yes also spend your time studying diablo 1 and 2, and what things those games did so well such as not encouraging if not requiring youtube to be used to copy a meta build to play group bc group is so the shoved way to play the game.
Study d1 2 in your time, talk to those devs, find out what they value and what you guys clearly did not value, and learn to properly update an arpg. dont reject the d1 2 devs ideas they got blizz the brand name it was, you guys dont know better than them evidenced by d3 n 4 so far.
