First, try the fix mentioned here:

If that doesn’t work you can try 32-bit version, to see if that can start normally.

Also, in
Documents\Diablo III\D3prefs.txt

you can set your preferred resolution (if it is not correct) and try to force a different mode (FullScreen, Windowed, Windowed Borderless).

Last option, use an older driver for your GPU.
