On my DH I have Hungering Arrow and The Ninth Cirri Satchel equipped. I’m doing absurd amounts of damage compared to any other skill I have at the moment.
Hungering Arrow is fine other skills are too bad.
It clears around GR 128 solo on PTR with 5K Paragons
It is a bit better in group but we needed conduit that killed 7 elites to complete GR 136 in 2 man.
Oh, I’m not saying its “too strong”. I’m saying its doing 150K damage when every other skill i have is doing, at most, 10K. Its probably not the skill itself that has a bug but the item.
Why do you think that is?
The offhand buffs its damage by 600%. If you have just anything else equipped that doubles the damage of spenders your difference is already explained.
The way damage scales in diablo is just that way. And has been since long. Just look at the %increases of some 6-piece sets. Once you stack some of those on top of each other, you deal billion or even trillions of damage in a single crit.
To be fair, I’m pretty ignorant to the scaling of skills. It just seemed very strong for the environment. Killing bosses in 2 clicks and single shotting everything else. This was all while leveling through expert campaign. Prior to getting that item regular mobs took a bit to kill and bosses took a while. Even when I got an offhand that was an “upgrade” the damage drop was so significant that I didn’t change. I essentially used a level 30 legendary until level 70.
EDIT: If that is the way some items are than its just a strange design choice
Most of the new players fall for this.
It is absurd and ive never seen it somewhere else but in Diablo 3.
The “good” thing is, the difficulties in this game scale the same way.

Doing campaign for the first time should be special event.
This item, and some other items can ruin your experience if you one shot Diablo in campaign mode.
I think that this item should drop at lvl 70 only. That would fix.
This many years after game originally released I thought that you are speaking about Hungering Arrow performance in endgame content.
