Hard pass. Had enough of that bad story being forced on us in D3V. No need to incentivize it.
A primal every hour sounds like a major bump to power creep. Two primals in season after clicking that last button at the bottom.

Not really. I mean, it’d definitely be better, but it wouldn’t be that crazy. And you’d be trading literally all your other drops, XP, gem levels etc. for a bit of a bump to primal rate.
If you do 2 min GRs, you can farm something like 300 leg drops per hour, plus another 50ish from shards (assuming 25 shard slot). At 1:400 per primal, that’s about 1 primal every 70 minutes.
I can reliably solo campaign in ~45 minutes on a dash monk.
So about 1.5-1.6x more primals, in exchange for all your other drops and XP? I think most people wouldn’t make that trade. The only real value would probably be in getting guaranteed primals for the altar early in a season. After that I think you’d just farm as normal.
Could also make it T16 campaign only to get a guaranteed primal too, would slow people down a bit. E.g. Normal - Master = guaranteed leg (as it is now), Torment = guaranteed ancient, T16 = guaranteed primal?
Visions yield 35 legs a run, plus an average of 2-3 to find the portal. It is very easy to spawn, run, and salvage a portal every 5 min. That is 450 an hour on a casual farming run while solo campaign is not nearly as casual for us mortals in 45 min.
While the proposed OP does not give a distinct advantage over standard farming methods, I am against it simply because, if they are going to put any development into D3, Campaign mode is not where I want to see the resources going.
A bit off topic, but a decent method to get 6 primals to fully unlock the altar is by crafting. I prefer belts (e.g. crimson’s belt) because you can mass craft 60 of them, if your inventory is empty, and assuming you’ve done quite a few visions for bounty mats. I used this method in the current season to farm the last 3 primals, because i came across a drought and the game wouldn’t drop me any primal for days.
