Golden Flense bugged?

On Live servers, the Golden Flense 2H flail always rolls 6 wrath returned per enemy hit and increases damage from 225-300%.

On PTR, the amount of damage is fixed at 225% (can’t go up to 300%), and there is now a range where Golden Flense only returns 3-4 wrath per enemy hit. This is obviously a huge nerf to Golden Flense, and I wasn’t sure if this was intended.

Is this an undocumented, but intended change? Is this a bug?

Try upgrading from rare item using the cube. I just got one with 285%.

(The GF from the PTR Vendor (the goat) is legacy version which has 200%)

I think you use old Golden Flense.

Thanks. That’s exactly what it was. I found one which dropped and had the normal values. The one that the PTR vendor gives is a weird version (the old legacy version I thought could go up to 6 wrath refunded, but the PTR vendor/goat version only gives 3-4 wrath refunded. Very strange).
